Governor Jay Nixon is ordering U.S. and Missouri flags at state buildings in all 114 counties and the City of St. Louis be flown at half-staff Saturday to honor the bravery and sacrifice of Sergeant Timothy Wayne Owens. The 37-year old, formerly of Rolla, was a soldier in the United States Army serving at Fort Hood, Texas. He died from wounds sustained during an April 2 shooting incident on the Army post. Sgt. Owens was assigned to the 154th Transportation Company, 49th Transportation Battalion (Movement Control), 13thSustainment Command (Expeditionary) at Fort Hood. His awards and decorations include the Army Commendation Medal (3), Army Achievement Medal (4), Army Good Conduct Medal (2), National Defense Service Medal, Iraq Campaign Medal with Bronze Service Star, Global War on Terrorism Service Medal, Noncommissioned Officers Professional Development Ribbon (2), Army Service Ribbon, Overseas Service Ribbon, Combat Action Badge, Combat and Special Skill Badge Basic Marksmanship Qualification Bad (Bar, Weapon: Rifle (Inscription: Rifle), Marksman), Driver and Mechanic Badge, and the Overseas Service Bar (2).
